Lusaka Council set to prosecute proprietors of ‘Massage Parlours’ arrested for ‘illegality’

The Lusaka City Council (LCC) has taken some proprietors of Spars to Court for failing to abide by the laws of Zambia through promoting illegalities regarding body to body contact.

LCC Public Relations Manager, Chola Mwamba, in a statement issued on Friday in Lusaka said the local authority is concerned about the failure by some proprietors of Spars or Massage Parlours to comply with the Public Health Act.

Mwamba said the Council will continue to do its routine inspections on Spars or Massage Parlours to ensure that they operate or offer services within the activities they have applied for.

She has warned that any Spar or Massage Parlour that will be found wanting of promoting any illegal activities regarding body to body contact shall face the law.

“The local authority will remain with no option, but to close any spar or massage parlour that is promoting illegally and moral decay while hiding in the name of enhancing wellness of the residents,” Mwamba said.

She furthermore said that the local authority does not issue mobile licenses to any businesses including mobile massage services.

“All members of the public, whether foreign nationals or locals wishing to engage into massage business must ensure that they follow the laid down guidelines on how to run such a business to avoid abrogating the law,” Mwamba said.

She said he Council has continued to carry out its routine monitoring of spars because massage therapy has become one of the booming businesses in the City.

“For spars or massage parlours to operate, they are by law required to have the Business Levy, Health Permit, Fire certificate, Medical examinations for handlers valid for 6 months and renewable and occupational Certificate if the building is newly constructed or being extended,” Mwamba said.
