HEA deregisters Mansfield University for non-compliance with higher education laws

The Higher Education Authority (HEA) has, with immediate effect, deregistered Mansfield University from operating as a higher education institution in Zambia.

HEA Corporate Communications Officer, Birbal Musoba, said the action was taken in accordance with the Higher Education Act, 2013.

Musoba, in a statement issued in Lusaka on Monday, said the decision was also guided by the Higher Education (Amendment) Act, 2021, and the Higher Education (General) Regulations, 2024.

He explained that these laws empowered the Authority to deregister any institution that failed to comply with prescribed quality assurance and operational requirements.

“The deregistration follows the Authority’s findings that Mansfield University, which had the Registration No.: HEA/048 and was located at 1st Floor, Kulima Tower Building, Lusaka, contravened several provisions of the law,” Musoba said.

He added that the institution did not have the minimum required learning programmes at Bachelor’s level accredited by the Higher Education Authority.

Musoba further stated that Mansfield University failed to relocate from the Central Business District to suitable premises for the operation of a higher education institution.

“The institution has consistently failed to comply with multiple provisions of the Higher Education Act, 2013, and related regulations,” he said.

In view of these violations, Musoba confirmed that Mansfield University had been deregistered effective October 16, 2025, and was no longer authorised to offer or advertise any higher education programmes in Zambia.

“Institutions that continue to operate after deregistration will face prosecution, and qualifications obtained from such institutions will not be recognised in Zambia,” Musoba warned.

He reiterated that the Authority remained committed to ensuring quality and legality in higher education and will continue to enforce compliance to protect students, uphold institutional integrity, and preserve the credibility of Zambia’s higher education system.

Musoba noted that the deregistered institution had the right to appeal the decision to the Minister of Education within 30 days from the date of the notice, as provided under the Higher Education Act, 2013.

“The Higher Education Authority will not hesitate to take decisive enforcement action against any institution that violates the law. Non-compliance will not be tolerated,” he added.
