Hichilema orders rollout of Delivery Units to strengthen governance at all levels

Southern Province Permanent Secretary, Dr. Namani Moonze, says President Hakainde Hichilema has directed the establishment of Delivery Units across all levels of governance, beginning at national level and cascading down to provincial and district structures.

Moonze said the creation of the Delivery Units was intended to strengthen collaboration among government departments and Civil Society Organisations in the implementation of government programmes.

He made the remarks when he engaged members of the Gwembe District Development Coordinating Committee in Gwembe on Thursday, according to a statement issued on Friday by Public Relations Officer Coswell Hantuba.

Moonze noted that for the new approach to succeed, collective participation was essential.

“Some of the targets set by government such as increasing maize production and cattle population will only be achieved if people at the lowest level actively participate,” he said.

Moonze explained that the overall goal of the Delivery Units was to ensure strategic alignment among government departments, ministries, and their implementing partners to produce measurable outcomes.

He further stressed that no government department or Non-Governmental Organisation would be allowed to operate in isolation or set separate goals.

“The Delivery Units will be headed by Council Chairpersons and Mayors at district level, while provincial units will be headed by Provincial Ministers,” he said.

Gwembe Town Council Chairperson, Collet Ndhlovu, urged all government departments to collaborate in order to drive development in the district. He highlighted that Gwembe has significant potential in mining, tourism and aquaculture, which could transform the district if stakeholders work together.

Earlier, Gwembe District Commissioner, Killion Chikandula, expressed concern that the absence of a traditional leader residing in the district has negatively affected development, especially in land allocation.

“We also have delays in relocating the District Administration Offices to Munyumbwe which is one of the challenges being faced in the District,” Chikandula said.
