Police issue formal warning to Imboela, Zimba for allegedly sharing false information to Electoral Commission

Police in Lusaka have formally warned Saboi Imboela, leader of the National Democratic Congress (NDC), and the party’s Secretary General, Mambwe Zimba over allegations of creating a document without authority.

In a statement issued in Lusaka on Monday, Police Spokesperson Godfrey Chilabi said Imboela, aged 47, and Zimba, 43, allegedly committed an offence contrary to Section 356 of the Penal Code, Chapter 87 of the Laws of Zambia.

It is alleged that the duo provided false information to the Electoral Commission of Zambia (ECZ) by signing an adoption certificate for James Phiri during the December 2025 Chawama Parliamentary by-election on behalf of the National Democratic Congress.

“This is contrary to Section 18(1)(b) and (2) of the Electoral Process Act No. 35 of 2016,” Chilabi said.

He stated that the matter followed a complaint filed by Stephen Chewe from another faction of the National Democratic Congress, which was reported on December 23, 2025.

Chilabi said investigations were ongoing and more details would be provided in due course.

“After the interviews, the duo were allowed to leave,” he said.
