Police probe alleged bugging of ex-EIZ president, Ng’andu’s private lounge, say three suspects nabbed

Former Engineering Institution of Zambia (EIZ) president, Abel Ng’andu, has reportedly fallen victim to a case of illegal surveillance after three individuals allegedly conspired to secretly install cameras in his private lounge.

Ng’andu claimed to have discovered that his fellow directors at Ng’andu Consulting Limited, namely David Mwale and Mumbuwa Liyungu, allegedly colluded with IT technician, Micheal Likezo Munali, to unlawfully place hidden cameras inside his lounge.

According to a statement issued in Lusaka on Wednesday by Police Spokesperson, Rae Hamoonga, the cameras were planted at the company premises in Woodlands.

Hamoonga said the three individuals had been arrested and charged with Prohibition of Illegal Devices and Software contrary to Section 11(1)(a) of the Cyber Security Act.

He explained that the arrests followed a report lodged at Woodlands Police Station on July 17, 2025, at 15:15 hours by Ng’andu, who alleged that his fellow directors connived with the technician to install surveillance cameras in his private lounge without his knowledge or consent.

“The incidents are believed to have occurred between May 27, 2025, and July 17, 2025,” Hamoonga said.

Police investigations, according to him, revealed that Ng’andu had contracted Munali in February 2025 to install CCTV cameras at the company premises for security purposes, specifically in the corridors and outside the building.

However, upon returning from a business trip, the story claimed that one of his visitors discovered a hidden camera in the private lounge.

When questioned, the report said, none of the staff admitted responsibility, prompting Ng’andu to report the matter to police.

According to the police, officers visited the scene, summoned the suspects, and administered warn-and-caution statements.

“Three mobile phones belonging to the suspects were seized and submitted to ZICTA for forensic analysis,” Hamoonga said.

A police report collected on August 26, 2025, revealed that the devices contained photos and videos of Ng’andu recorded without his permission.

“Following this development, the suspects have since been formally charged with Prohibition of Illegal Devices and Software, detained in police custody, and are awaiting release on police bond,” Hamoonga added.

He said the three suspects would appear in court soon, reaffirming the police’s commitment to enforcing the Cyber Security Act and safeguarding citizens’ privacy against unlawful surveillance and misuse of technology.

In July this year, Ng’andu was arrested for allegedly misappropriating company funds amounting to K575,000, the Zambia Police Service confirmed.

According Hamoonga, Mr. Ng’andu, 53, of Plot No. 26317 in Lusaka’s PHI area, was apprehended by the Anti-Fraud Unit at Service Headquarters and charged with Theft by Director, contrary to Section 279 of the Penal Code, Chapter 87 of the Laws of Zambia.

At the time of the alleged offence, Ng’andu was serving as the Managing Director of Ng’andu Consulting Limited.
