Luapula Province Minister, Nason Musonda, has challenged Councils and District Commissioners to accelerate the absorption of the Constituency Development Fund (CDF), warning that idle funds translated into lost opportunities for communities.
Musonda said the CDF must deliver tangible results in education, health, job creation, and other critical sectors of the economy.
Speaking through Acting Provincial Deputy Permanent Secretary, Evans Sikabbubba, during the 3rd Quarter Provincial Development Coordinating Committee (PDCC) meeting in Mansa on Wednesday, the Minister stressed that the government would not tolerate poor performance.
“The government will not tolerate shoddy works,” Musonda warned, directing procurement officers to enforce strict standards and hold contractors accountable.
He also outlined development targets for Luapula Province, including raising maize production from 188,340 metric tonnes to 400,000 metric tonnes by 2031, increasing the cattle population from 22,000 to 30,000, and scaling up solar power generation from 10 megawatts to 54 megawatts.
Musonda urged stakeholders to harness the province’s potential in agriculture, tourism, and energy to drive investment and create jobs, calling for discipline, transparency, and effective delivery in all development programmes.
“As a province, we continue to grapple with absorption of these resources when we have many projects to implement and high expectations among the people of Luapula. Further delays will not be tolerated,” he cautioned.
He emphasized that the CDF was a vital tool for decentralization and community development in Zambia, but noted that persistent challenges in its absorption had led to idle funds and failed projects.
