The Drug Enforcement Commission (DEC) and the Road Transport and Safety Agency (RTSA) have signed a Memorandum of Understanding (MoU) to strengthen collaboration, improve data sharing, and expedite criminal investigations involving high-value vehicles linked to financial and organized crime.
The agreement, signed Monday at the DEC headquarters in Lusaka, enables real-time access to vehicle registration data—eliminating bureaucratic delays and supporting faster case processing.
RTSA Chief Executive Officer, Amon Mweemba, hailed the partnership as transformative, noting that it marks a shift toward a more integrated approach to national security.
“DEC will now be able to access vehicle information in real time through RTSA systems. This is a game-changer in the way we support investigations,” Mweemba said.
He highlighted that vehicles were often used in fraud, trafficking, and money laundering, and that timely access to accurate data was critical to combating such crimes.
“We are cutting through red tape and enabling faster, smarter law enforcement. Our data is vital, and we’re glad to make it instantly available,” he added.

DEC Director General, Nason Banda, described the agreement as a major milestone in the fight against complex crimes, especially financial and organized criminal networks.
“With this MoU, we can now access RTSA’s motor vehicle registry directly, without delays caused by bureaucracy,” Banda said.
He emphasized the importance of inter-agency collaboration, especially when tracing the proceeds of crime.
“Zambians are tired of stories. They want results. This partnership helps us deliver those results,” Banda declared.
The partnership reflects growing efforts by law enforcement agencies to adopt digital tools and inter-agency coordination in the fight against crime across Zambia.
