Association calls for immediate release of detained Mambwe Council Chairperson, Zulu

The Local Government Association of Zambia (LGAZ), Eastern Province Chapter, says it is saddened and deeply concerned by the arrest and detention of Isaac Zulu by police in Mambwe District.

Zulu was reportedly apprehended while conducting community sensitization meetings aimed at increasing public awareness of the Constituency Development Fund (CDF).

In a statement issued on Friday, LGAZ Vice President, Maxson Nkhoma said community engagement and public sensitization on government programmes such as CDF formed part of the core mandate of Local Authorities.

Nkhoma urged the Eastern Province Police Commanding Officer to ensure that the police service was not used as a tool for settling political scores or advancing the interests of any political actors.

He noted that the Council Chairperson, as the civic head and “father of the district,” did not require a police permit to conduct routine community meetings related to council activities and government initiatives.

Nkhoma emphasised that such engagements were essential to effective local governance and improved service delivery.

He further stated that as the country approached the 2026 General Elections, the Zambia Police Service and other law enforcement agencies must remain professional, impartial, and above partisan influence.

“Law enforcement institutions must resist any temptation to be drawn into political contests and instead uphold the rule of law fairly and without bias,” he said.

Nkhoma called for the immediate and unconditional release of Zulu.
