Government defers NGO Bill for wider consultations

0

Minister of Community Development and Social Services (MCDSS), Doreen Mwamba, has announced the deferment of the NGO Bill to allow for further stakeholder consultations and refinement of the proposed legislation.

Mwamba made the announcement during a stakeholders’ meeting with civil society and non-governmental organisations (NGOs) at the Ministry headquarters on Wednesday.

She said the decision followed concerns raised by stakeholders over certain provisions in the Bill.

“This deferment is not a sign of abandonment but rather a deliberate step to ensure that the legislation we eventually pass is inclusive, fair, and reflective of the views and aspirations of all stakeholders, especially the NGOs it seeks to regulate,” Mwamba said.

She explained that the deferment would provide an opportunity to re-engage with stakeholders and incorporate substantive concerns into the revised Draft Bill.

“The aim is also to align the proposed legislation with regional and international best practices, while ensuring consistency with Zambia’s constitutional and developmental priorities,” she added.

Mwamba reaffirmed government’s commitment to creating an enabling legislative and regulatory environment for NGOs and urged stakeholders to submit clear, actionable proposals during the extended consultation period.
