The Ministry of Lands and Natural Resources says it has recorded notable progress in enhancing local infrastructure development through the Land Development Fund (LDF), a key initiative designed to promote coordinated and sustainable land development across Zambia.
In 2024, the Ministry facilitated the release of K21, 850,000 to nine local authorities out of the K46,801,564.23 that was requested by various councils.
According to a statement issued on Sunday by the Principal Public Relations Officer, Delphine Hampande Zulu, the beneficiary councils were Mumbwa, Samfya, Manyinga, Siavonga, Mafinga, Nsama, Kanchibiya, Chinsali, and Nakonde.

Zulu said the funds had played a crucial role in supporting essential infrastructure projects aimed at opening up and developing new areas for public benefit.
She explained that the projects include the grading and graveling of roads to improve accessibility and connectivity, the construction of drainage systems to mitigate flooding and promote public health, and other preparatory works intended to enhance service delivery and increase land value.
“These interventions are vital in promoting orderly settlement development, strengthening land administration systems, and encouraging inclusive growth at the district level,” Zulu added.
She further revealed that the Ministry has revised the LDF Guidelines, with the Ministry of Finance and National Planning granting approval in principle to the proposed recommendations.
She said this development was expected to improve accountability, transparency, and efficiency in the management of the Fund, ensuring that resources are effectively allocated to support local development initiatives.
Reaffirming the Fund’s importance, Zulu stated that the Land Development Fund remained a critical mechanism for advancing local development, improving land governance, and promoting inclusive growth across districts.
She called on stakeholders, local authorities, and development partners to work together to ensure the proper and effective utilisation of the Fund.
“The Ministry’s efforts through the LDF are aimed at accelerating infrastructure development, strengthening land governance, and unlocking sustainable growth opportunities across Zambia,” she said.
