Lunte Member of Parliament, Mutotwe Kafwaya, has kicked against President Hakainde Hichilema’s appointment of a 23-member technical committee to spearhead constitutional amendments, describing the move as “strange” and calling for the immediate withdrawal of Bill 7 currently before Parliament.
“These are strange times. And strange things are happening in Zambia. We need to pray longer and louder for this country of our forefathers,” Kafwaya said in a statement on Friday.
President Hichilema on Thursday announced the formation of the committee tasked with consulting the people and drafting proposals for constitutional reforms.
But Kafwaya questioned the rationale behind running parallel processes when Bill 7 of 2025, which also deals with constitutional changes, is already undergoing scrutiny in Parliament.
“Has it ever happened anywhere in the world where the same work takes place at the same time in the Executive and the Legislature? This is the first time I have encountered this madness in the governance process,” he charged.
The Lunte lawmaker insisted that for the newly launched process to carry legitimacy, the government must first withdraw Bill 7.
“We told them, and we are telling them now: withdraw Bill 7. That is the only way a new process can start,” he said.
He added that since Bill 7 is a government-sponsored piece of legislation and not a private member’s bill, and that it was contradictory for the Executive to initiate another law-making process on the same subject.
“Please withdraw Bill 7. This is like one person having two open graves in two different countries,” Kafwaya remarked.
