Longwe demands action as UPND leadership term allegedly expires

UPND member, Charles Longwe, has formally petitioned State House, alleging that the tenure of the United Party for National Development’s top leadership — including party president Hakainde Hichilema— expired nearly a month ago.

In his letter addressed to the Special Advisor to the President for Political Affairs and stamped as received by the Ministry of Home Affairs and Internal Security, Longwe argued that the term of office for the party president and the National Management Committee (NMC) lapsed on 13 February 2026.

He cited Articles 56 and 75 of the party constitution as the basis of his claim.

Longwe warned that the lapse, if unaddressed, may leave the party president and all registered office bearers exposed to penalties under Zambian law.

He further raised concerns about what he describes as “caginess” by the party Secretariat and “operational failure” of key portfolio committees.

He argued that such dysfunction could lead to “constitutional paralysis” within the organisation during a crucial election year.

Longwe also suggested that the observed failures may not only amount to negligence but could be interpreted as intentional sabotage.

Citing Article 8(a) of the UPND constitution, Longwe notified the Republican President of his intention to intervene under Article 60(2)(f) of the national constitution — a provision empowering oversight of political party governance.

A copy of the correspondence was also sent to the Chief Registrar of Societies.
