The 15th meeting of the Council of Association Morocco/European Union (EU), held this Thursday, January 29 in Brussels, marks a common reaffirmation of the “depth and vitality of the ties” between Morocco and the EU and their shared ambition to take the partnership to a higher level.
Meeting on the eve of the commemoration of the 30th anniversary of their Association, the two sides highlighted the strength and historical depth of their partnership which, long before the signing of the Association Agreement on February 26, 1996, is “forged by more than half a century of cooperation and mutual trust”, according to the joint statement issued at the end of this 15th session.
The Joint Communiqué between the Moroccan Minister, Nasser Bourita, and the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, with the presence for the first time of seven European foreign ministers like Spain and Netherland, thus underlined the “strategic, old, rich, multidimensional and privileged” character of these relations.
In this joint communiqué, EU has welcomed the adoption of the Resolution 2797 (2025) of United Nations Security Council. The new European position thus reflects the consensus of the 27 EU Member States in favor of the final settlement of this regional dispute, on the basis of autonomy under Moroccan sovereignty.
The document also welcomed the very positive assessment of the progress made in the four pillars of cooperation identified by both parties at the previous session. He also welcomed the substantial progress made in “the four structuring spaces: (i) Space for convergence of values, (ii) Area of economic convergence and social cohesion, (iii) Space for shared knowledge and (iv) Space for political consultation and increased cooperation in security matters”.
These achievements are presented as a testament to “the vitality and resilience of our partnership and our shared capacity to meet the challenges of our time,” the statement said, welcoming the bilateral “solidity of the partnership,” which is “also illustrated by the scale and diversity of our cooperation in all areas.”
During this meeting, Mr. Bourita affirmed that “Morocco, driven by the consistency of its commitment and the Vision of the King of Morocco,Mohammed VI, brings to the European Union not only expectations, but a concrete strategic offer: stability, complementarity, competitiveness, growth, connectivity and a bridge to the South Mediterranean and Africa,” noting that Morocco and the EU, strengthened by more than half a century of cooperation, partnership, co-construction and regional and exceptional achievements, are now called upon to cross, together, a new threshold of relations.
In this dynamic perspective, the 2030 FIFA World Cup, which Morocco will have the honor and pride of co-hosting with Spain and Portugal, represents a historic and unique opportunity for operational acceleration of the Partnership, M Bourita specified that this unifying event can and must anchor us physically by accelerating the modernization of transport and logistics, the digitization of services, the development of sustainable infrastructure, the strengthening of security measures, promotion of responsible and inclusive tourism.
Finally, the two sides pledged to deepen their political dialogue through the annual holding of a high-level dialogue between the Moroccan Minister of Foreign Affairs and the EU High Representative. They agreed to deepen their future strategic partnership in all priority areas, including security, industry, digital and strategic investments.
