Police have launched a full-scale manhunt for Constable Emmanuel Tembo, an officer of the Protective Unit Headquarters, who allegedly stole K622,483 from a bank on September 15, 2025, while on duty.
According to a police briefing, Tembo was on duty at the bank, armed with an AK47 rifle loaded with 30 rounds of ammunition.
Police Spokesperson, Rae Hamoonga, confirmed the incident in a statement issued in Lusaka on Wednesday.
Tembo reportedly entered the bank’s bulk room, grabbed one of the sealed cash bags containing K622,483, and fled the premises while armed.
The theft occurred after the bank had closed and while staff were preparing cash for transit collections.
Attempts by bank staff and security officers to apprehend Tembo were unsuccessful as he escaped in an unknown direction.
The officer later abandoned his uniform, firearm, and ammunition, which were recovered after he surrendered them through a taxi driver in the Shimabala area.
“A docket of case has been opened, and as of now, neither the suspect nor the stolen cash has been recovered,” Hamoonga said.
Investigations have since been intensified.

Hamoonga condemned the grave misconduct and betrayal of public trust by an officer tasked with safeguarding both life and property.
He warned that the act of criminality would not go unpunished.
“Constable Emmanuel Tembo is now a fugitive of the law, and the Zambia Police will relentlessly pursue him to ensure he answers for this crime,” Hamoonga said.
He urged the public to provide any information that could lead to Tembo’s arrest and report credible leads to the nearest police station.
Hamoonga assured that the Zambia Police Service remained committed to upholding discipline, accountability, and the rule of law, emphasizing that no one is above the law.
