President Hakainde Hichilema has made changes at the Zambia Police Service’s Deputy Inspector General level, counselling the new appointees to exhibit good conduct and diligence at all times in the execution of their duties.
He said the positions to which the new officers had been appointed were senior and should not be taken lightly.
The Head of State said this when he swore in Local Government Service Commission (LGSC) chairperson Luxon Kazabu, Ministry of Energy Permanent Secretary Ephraim Munshifwa, Deputy Inspector General of Police in charge of operations Fred Hamaamba, and Deputy Inspector General of Police in charge of administration Charity Munganga at State House on Wednesday.
Congratulating the four on their appointments, the President said capability and being Zambian were key considerations in his decision.
“Zambians expect you to serve them diligently. This is the time to shed off some of your habits. At your level there is no working hour; every hour is a working hour. Work goes on. When we are needed, we must do the work. This is the time to accept that serving the public comes with responsibilities beyond the roles you have been performing,” Hichilema said.

He cautioned the appointees to maintain confidentiality around official matters and warned that the Presidency would monitor conduct inconsistent with the oath of office.
“The eyes of the public are on you and all of us. Good conduct is very important, otherwise we find ourselves in situations that we should never be found. Let us serve the public to the best of our abilities,” he said.
“By accepting these roles, you accept everything that comes with it; respecting citizens. We are servants of the citizens and we must serve them diligently,” President Hichilema added.
He further urged the new officials to work closely with their existing teams, emphasizing that leadership roles demand teamwork.
“Work with the people that you will find there. These roles we perform are team roles,” said the President.
