Patriotic Front Matero Member of Parliament, Miles Sampa, has filed documents before the High Court of Zambia, citing Morgan Ngona and Mafinga lawmaker, Robert Chabinga, for contempt of court over actions allegedly taken in the Kabwe High Court.
Sampa argues that the matter warrants the Court’s “utmost discretion” to grant him leave to commence committal proceedings against the duo.
According to documents filed before Judge C. Zulu, Sampa noted that the Court had the authority to commit Ngona and Chabinga to prison for allegedly disobeying and disrespecting a ruling dated March 25, 2025.
He claimed the two had “with impunity, disrespected and disobeyed the dignity, authority and jurisdiction of the Court by failing to abide by the ruling without any reasonable justification.”
“On October 24, 2023, the Patriotic Front (PF or the party) held its Extra-ordinary meeting at Mulungushi International Conference Centre resulting into myself being elected and appointed as President of the party,” Sampa stated.
Following his election as party president, Sampa said he appointed Ngona as Secretary General and Chief Executive Officer, making him a member of the PF Central Committee, and appointed Chabinga as Leader of the Opposition in Parliament and a Central Committee member.
Sampa said that on June 28, 2024, disciplinary action was taken against the two, with Ngona removed from his position and Chabinga dropped as Leader of the Opposition and as a member of the Central Committee.
“Aggrieved by my decision, Ngona commenced an action against me in my capacity as President of the party and obtained an ex-parte order of stay of all decisions I made on June 28, 2024,” he said.
Sampa explained that on March 25, 2025, the Court discharged the ex-parte order of stay issued on July 4, 2024 following an inter partes hearing of February 6, 2025.

Although the discharge was appealed, he noted there was no stay in place suspending the ruling.
He said Chabinga continued to recognise Ngona as PF Secretary General despite knowing the ruling had discharged the interim stay, which effectively restored Sampa’s decisions to remove them from office.
He added that both Ngona and Chabinga continued to “masquerade” in their former roles, including at a recent press briefing held at Massview Lodge in Lusaka.
“The conduct of Ngona of fraudulently misrepresenting himself as Secretary General of the party before the Kabwe High Court when in fact not, is a clear disobedience and disregard of this honourable Court’s decision embodied in its ruling of March 25, 2025, which restored my decisions to remove the two from their positions,” he said.
Sampa further argued that Chabinga’s conduct amounted to “a direct attack on the Court’s decision,” adding that he had disobeyed “the dignity, authority and jurisdiction” of the Court by failing to comply with the ruling.
