South Africa partners Afreximbank, moves to accelerate infrastructure delivery as new bid window opens

South Africa has taken decisive steps to accelerate infrastructure delivery and crowd in investment, with Infrastructure South Africa (ISA) unveiling Bid Window II for project preparation support and signing a US$5 million (R87 million) agreement with Afreximbank to establish a Joint Project Preparation Facility (JPPF).

The moves, welcomed by Public Works and Infrastructure Minister, Dean Macpherson, at the 4th edition of the Intra-Africa Trade Fair (IATF) in Algeria on Monday.

Macpherson said these are expected to strengthen South Africa’s pipeline of bankable projects, unlock funding from development financiers, and drive job creation.

“These two steps represent an important move to turn our country into a construction site,” Macpherson said, adding that the initiatives would boost investor confidence in South Africa’s infrastructure programme.

ISA’s Bid Window II, launched last week, will provide financial, technical, legal, and governance support to ensure that projects led by national and provincial departments, municipalities, and state-owned entities are investment-ready.

The initiative builds on Bid Window I, which earlier this year produced the Top 7 infrastructure initiatives at the Sustainable Infrastructure Development Symposium South Africa (SIDSSA).

Meanwhile, the framework agreement signed in Algeria with the African Export-Import Bank will channel fresh capital into preparing projects in energy, transport and logistics, and digital infrastructure.

Afreximbank’s US$5 million commitment will be combined with ISA’s oversight to de-risk projects and accelerate delivery.

Macpherson commended ISA’s acting head, Mameetse Masemola, for leading the initiatives, saying they reflect South Africa’s resolve to bridge its infrastructure gap.

“This is how we will get shovels in the ground, stimulate economic growth, and create thousands of jobs for our people,” the Minister said.
