Zambia procurement authority bars firms for underperforming, use of fake construction certificate

The Zambia Public Procurement Authority (ZPPA) has suspended Wave-Tech Innovations from participating in public procurement for one year for underperforming on contractual obligations in a tender for networking equipment at the Copperbelt University (CBU).

The suspension relates to a contract for the supply and delivery of networking equipment that included a Cisco Catalyst CR410R Chassis (9400 series), an APC integrated 42U cabinet, and a Ubiquiti Unifi UAP Pro 2.4 GHz access point valued at K182,750, K34,800 and K23,800 respectively. Wave-Tech Innovations was also contracted to deliver a Cisco router valued at K604,800.

In a statement issued in Lusaka on Monday, ZPPA Principal Officer for Public Relations, Inutu Mushambatwa, said CBU awarded the contract to Wave-Tech Innovations in December 2019, and the company supplied all items except the Cisco ASR 1001-HX Router.

She said ZPPA instituted an investigation into the matter on October 20, 2025, following a recommendation from CBU, and established that Wave-Tech Innovations failed to deliver the router.

“Therefore, pursuant to Section 96 (g) of the Public Procurement Act and Regulations 237 (a) (b) and 238 (3) of the Public Procurement Regulation 2022, ZPPA suspended Wave-Tech Innovations from participating in public procurement with effect from 2nd December 2025,” Mushambatwa stated.

In a separate development, ZPPA has suspended Platinum Stone Limited from participating in public procurement for one year for submitting a National Council for Construction (NCC) certificate that was not genuine in a tender issued by Namwala Town Council for the construction of a modern bus station shelter (Phase 1).

ZPPA instituted an investigation into the tender following a complaint from a bidder in October 2025. Mushambatwa said the investigation established that, at the time of bid submission, Platinum Stone Limited submitted an NCC certificate that was not genuine.

“The submission of documentation that is not genuine in a contract or procurement process is contrary to Section 96 (b) of the Public Procurement Act No. 8 of 2020 as amended by the Public Procurement (Amendment) Act No. 17 of 2023,” she said.

Mushambatwa said both suspensions take effect from December 2, 2025, but clarified that the decision does not limit the two suppliers from performing outstanding contracts entered into before that date.

She said details of the suspensions had been issued through Circulars No. 38 and 39 of 2025 and can be accessed on the ZPPA website.
