Zambia seeks Japanese investment to drive copper value addition

Government says Zambia is seeking a stronger partnership with Japan to transform its copper into high-value finished products rather than exporting raw minerals.

In a statement, Ministry of Mines and Minerals Development Permanent Secretary, Hapenga Kabeta, urged Japanese investors—represented by JICA Chief Representative Ono Tomoko—to support efforts to build local industries that can create jobs and stimulate economic growth.

Kabeta underscored the strategic importance of shifting from the export of copper cathodes to developing a robust domestic industrial base.

He cited the government’s commitment to facilitating investment in zones such as the Lusaka South Multi-Facility Economic Zone, which offers opportunities for processing and manufacturing.

“Continuing to export copper cathodes means exporting jobs and revenue that Zambia could retain,” Kabeta said. “Establishing local downstream industries will not only add value to our minerals but also create significant employment opportunities for Zambians,” he added.

He also noted that Zambia’s geographic position provided access to a regional market of over 200 million people, yet the country had long exported goods—including raw minerals—without fully processing them domestically.

Tomoko welcomed the initiative, stressing the importance of strengthening bilateral ties between Japan and Zambia to attract more investment. She commended Zambia’s stable business environment, calling it a key factor for investors.

She further announced that JICA would provide laboratory equipment to the Geological Survey Department over the next two years. This follows a $1.25 million agreement signed between Zambia and Japan in June to boost the country’s capacity in geological analysis and mineral exploration.
