Attorney General Kabesha clamours for efficient, fair, responsive criminal justice system

Attorney General, Mulilo Kabesha, says there is need for a more efficient, fair and responsive criminal justice system, while reaffirming government’s commitment to decentralization as a driver of development across the country.

According to a statement issued on Tuesday, Kabesha made the remarks on Monday during the official opening of the 2026 Criminal Sessions in Solwezi District of North-Western Province.

This year’s criminal session is being held under the theme: “Consolidating the Call to Action for the Proper Use of Alternative Dispute Resolution Mechanisms through Plea Bargaining to Optimise Access to Justice.”

Kabesha emphasized that decentralization remained central to improving justice delivery, noting that empowering communities would support the construction of courts and related infrastructure essential for enhancing access to justice.

Meanwhile, North-Western Province Judge-in-Charge Justice Musukwa called for coordinated efforts to ensure the timely disposal of criminal matters, stressing that swift and fair adjudication was a fundamental pillar of justice.

Supporting the judicial theme, North-Western Provincial Minister, Robert Lihefu, strongly backed the use of Alternative Dispute Resolution mechanisms, especially plea bargaining.

“These are practical tools for reducing case backlogs, decongesting correctional facilities and ensuring efficient use of public resources without compromising justice,” Lihefu said.

He also acknowledged persistent challenges in the judiciary, such as inadequate infrastructure, equipment and transport, but noted that the Government was committed to addressing them.

Lihefu cited ongoing support through the Constituency Development Fund (CDF), including the provision of transport, as well as plans to construct a permanent High Court building in Solwezi and establish subordinate courts in selected districts.

The event was attended by Solwezi Mayor, Remmy Kalepa, Solwezi Municipal Council Town Clerk Stanley Mbewe, and other senior government and civic leaders, underscoring its significance.
