Government has cancelled six Zambian passports with immediate effect for former Diplomat Emmanuel Mwamba, former Petauke lawmaker Emmanuel Jay Banda and his former Nkana Constituency counterpart Binwell Mpundu, citing security reasons in the interest of national security.
This is according to Gazette Notice No. 1421 of 2026 published in the Government Gazette dated Friday, September, 11, 2026.
The Registrar General’s Office, National Registration, Passport and Citizenship Department, announced that the affected passports were no longer valid for identification, travel or any official purpose.
“Any use of the cancelled documents may constitute an offence,” the notice stated.
It stated that the public, government institutions, financial institutions, border control authorities, law enforcement agencies and all other relevant institutions have been advised not to accept, recognize or rely upon the said documents.

The six affected citizens listed in the schedule are Emmanuel Mwamba of passport number ZP040349, Emmanuel Jay Banda holding D0013687 , Binwell Mpundu’s ZP120085, Peter Kaiser Zulu’s ZN873798, Sishuwa Sishuwa’s passport number ZP072317 and Lillian Mutambo with a passport number ZN568794
Government has directed any person in possession of any of the cancelled documents to surrender them immediately to the Department of National Registration Passport and Citizenship, Immigration or Zambia Police.
The notice was dated September, 7, 2026 and issued under the hand of the Registrar General, however no further details on the specific security grounds were provided in the gazette.
Mwamba has since described the move as bad, urging the authorities to rescind its decision.
