Zambia seeks Japanese investment in mining, agriculture, energy

Zambia’s Ambassador to Japan, Dr Tobias Mulimbika, has urged Japanese investors to seize opportunities in Zambia and support the Government’s Grow Zambia Agenda to accelerate economic growth, create jobs and promote value addition.

Mulimbika identified investment opportunities in mining and critical minerals, agriculture, energy, infrastructure, manufacturing and tourism.

He was speaking at a reception marking Zambia’s 62nd Independence Anniversary in Tokyo on Monday, held under the theme “Zambia @62: Our Journey, Our Growth, Our Future”.

Mulimbika highlighted key milestones in Zambia-Japan cooperation, including collaboration with the Japan Organization for Metals and Energy Security (JOGMEC) on mineral exploration.

“Japanese companies should go beyond traditional development cooperation by investing in local industries, transferring technology, developing skills and partnering with Zambian businesses,” Mulimbika said.

He said Zambia was pursuing ambitious targets of increasing power generation capacity to 10,000 megawatts and attracting five million international visitors.

Mulimbika identified energy development, regional transport corridors and tourism as key areas of opportunity in achieving those targets.

“Zambia’s participation in TICAD 9 and Expo 2025 Osaka, and the Japan-Zambia Investment Agreement which entered into force on 30 July 2026, provide a strong foundation for deeper economic engagement,” he said.

He reaffirmed the Embassy’s commitment to strengthening engagement with Japanese government institutions, investors and development partners.

Mulimbika said the aim was to translate the longstanding friendship between the two countries into tangible investments, employment opportunities and shared prosperity.

“Our Embassy is committed to strengthening engagement to translate our longstanding friendship into tangible investments, employment opportunities and shared prosperity,” he said.

Japan’s Director-General of the African Affairs Department at the Ministry of Foreign Affairs, Ambassador Misako Takahashi, expressed hope that the Investment Agreement would significantly improve Zambia’s investment climate.

Takahashi said the agreement, signed during President Hakainde Hichilema’s visit to Japan in February 2025, presented an opportunity to strengthen bilateral economic cooperation.

“Zambia is an important partner that shares Japan’s fundamental values, including democracy and the rule of law, and we are committed to encouraging and supporting investment by Japanese companies in Zambia,” she said.

Takahashi highlighted Zambia’s potential in copper and other mineral resources, agriculture and tourism, noting that growing global demand for copper presented opportunities for deeper engagement between the two countries.

She also underscored the importance of human resource development, noting that 45 young Zambians had studied in Japan under the ABE Initiative, more than 5,000 Zambians had participated in Japan International Cooperation Agency (JICA) training programmes, and 35 JICA volunteers were currently serving in Zambia.
