Government has expressed serious concern over the rising circulation of social media content promoting tribalism, hatred and division, warning that such conduct threatened Zambia’s peace and national unity.
Ministry of Information and Media Permanent Secretary, Thabo Kawana, said the country’s strength lies in diversity and the principle of One Zambia, One Nation.
In a statement issued in Lusaka on Friday, Kawana noted that any actions inciting tribal hatred, discrimination or hostility undermined the stability Zambia has maintained since Independence.
Kawana cautioned that while freedom of expression was constitutionally guaranteed, it should be exercised responsibly and within the law.
“Freedom of expression does not extend to the propagation of hate speech, tribal incitement or any communication intended to promote hostility or discrimination against any individual or community,” he stated.
Kawana called on all users of cyberspace to exercise restraint when creating, publishing, sharing or commenting on online content.
He emphasized that the appeal covered online media platforms, bloggers, content creators, social media influencers and members of the public.
“The public is reminded that the Cyber Security Act, 2025, No. 3 of 2025 and the Cyber Crimes Act, 2025 No. 4 of 2025 provide a legal framework for promoting responsible use of cyberspace and addressing the misuse of digital platforms,” Kawana said.

He warned that individuals who used electronic communication to incite violence, promote tribal hatred, spread harmful content or commit offences online risk investigation and prosecution.
“We further urge the public to verify information before sharing it and to refrain from circulating content that may inflame tensions or undermine national unity. Social media should be used as a platform for constructive dialogue, innovation, education and national development,” Kawana said.
He also pledged to continue working with law enforcement and regulatory institutions to monitor abuse of cyberspace and take appropriate action against those who deliberately use digital platforms to threaten peace and social harmony.
Kawana further appealed to traditional leaders, religious organisations, political leaders, civil society, the media and all citizens to champion messages of peace, tolerance, mutual respect and national unity.
He also urged all Zambians to remain committed to preserving the country’s peace by rejecting tribalism, hate speech and all forms of divisive rhetoric.
