The Drug Enforcement Commission (DEC) and the Zambia Police Service have warned members of the public against unlawful assemblies, processions or any conduct that may breach the peace as Lusaka Archbishop Dr. Alick Banda appears for questioning over a vehicle suspected to have been unlawfully obtained.
The DEC and police confirmed that Banda had been summoned in connection with ongoing investigations into his alleged possession of property reasonably believed to have been unlawfully obtained, pursuant to Section 319 of the Penal Code, Chapter 87 of the Laws of Zambia.
In a joint statement issued in Lusaka on Sunday, DEC Public Relations Officer Allan Tamba and Police Spokesperson Godfrey Chilabi said Banda had been invited to appear before the DEC on Monday, Sept. 28, 2026.
“Arising from a Warn and Caution Statement recorded on Monday, 5th January 2026, His Grace, the Archbishop of the Archdiocese of Lusaka, Dr. Alick Banda, has been invited to appear before the Drug Enforcement Commission (DEC), on Monday, 28th September 2026 in line with ongoing investigations,” Tamba and Chilabi said.
They said the investigations related to the alleged possession of property reasonably believed to have been unlawfully obtained under Section 319 of the Penal Code.
The particulars of the alleged offence are that Banda, on dates unknown but between April 22, 2021 and Dec. 27, 2023, allegedly had in his possession a blue Toyota Hilux motor vehicle bearing registration number ALF 7734, which was reasonably suspected to have been unlawfully obtained from the Zambia Revenue Authority (ZRA).

The vehicle forms part of a wider investigation involving approximately 22 ZRA motor vehicles alleged to have been improperly disposed of.
Tamba and Chilabi said the broader investigation had previously resulted in the conviction of other individuals by the courts.
“During the ongoing investigations, members of the public are urged to desist from issuing inflammatory statements as the charge against Dr. Alick Banda, relates specifically to the alleged possession of unlawfully obtained property,” they said.
They said only Banda’s legal representative and other appropriate persons connected to the matter would be allowed to accompany him when he appears before law enforcement agencies.
The police warned that it would take appropriate measures, in accordance with the law, to prevent unlawful conduct.
“The public will be kept informed regarding the outcomes of the investigations, as and when appropriate to do so,” Tamba and Chilabi said.
