Nelly Mutti returns as speaker of Zambia’s National Assembly

Nelly Mutti has been re-elected as Speaker of the National Assembly for the Fourteenth National Assembly.

The House also elected Attractor Chisangano as First Deputy Speaker of the National Assembly and newly elected Mufumbwe Member of Parliament Nshamba Muzungu as Second Deputy Speaker.

Mutti was re-elected during the first sitting of the Fourteenth National Assembly following the 2026 General Elections, while Chisangano retained her position as First Deputy Speaker.

Mzungu, a journalist who recently won the Mufumbwe seat, was elected as Second Deputy Speaker.

In her acceptance speech, Mutti pledged to discharge her duties with fairness, impartiality and fidelity to the Constitution, and to safeguard the rights, privileges and dignity of the House.

“The Standing Orders are my political bible. The Constitution is my manifesto,” Mutti said.

She said whether Members sat on the right or on the left, whether UPND, PF, CF, Independent, Nominated or PR member, they would be given a fair hearing, adding that she will protect the minority from the tyranny of the majority and the majority from the tyranny of obstruction.

“I will protect the minority from the tyranny of the majority and the majority from the tyranny of obstruction,” Mutti said.

She said the House should be known for reasoned debate and not insults, for evidence and not emotion, for laws that make the lives of the people easier and not harder, stressing that Members can disagree without being disagreeable.

“Let this House be known for reasoned debate, not insults, for evidence, not emotion, for laws that make the lives of our people easier, not harder,” Mutti said.

She said the Fourteenth National Assembly was convened under the Grow Zambia agenda and its duty was to provide legislative oversight that turns national targets into jobs

Mutti said every bill passed and every budget approved must answer one question – does it grow Zambia – and pledged to stand by her three commitments of fairness, dignity and discipline, and accountability for growth throughout the life of the Fourteenth National Assembly.
