An election petition has been filed in the Local Government Elections Tribunal challenging the declaration of Mwewa Chitambala as winner of the Lusaka City Mayor election held on August 13, 2026.
The petition was lodged by Gabriel Isaac Kibombwe, who was among six candidates that contested the mayoral seat on National Reconciliation Party for Unity and Prosperity.
The document, stamped by the Civil Registry on August 27, 2026, is filed under Case No. 2026/EP/LGET/001.
According to the petition, the matter was brought under “sections 71, 72(1) (b), 96(1)(c)(i) 98(c) and 100 (1) (b) of the Electoral Process Act 2016 as amended by Act No. 12 of 2026” and the Local Government Tribunal Rules 2026.
The tribunal has cited Chitambala as the 1st Respondent and the Electoral Commission of Zambia as the 2nd Respondent in the matter.
The petition states the context of the election: “election for Mayor for the City of Lusaka held on the 13th day of August, 2026.”
Kibombwe, whose address for service is listed as 23 Fisi Street New Kabwata Lusaka, avers that he was a candidate in the election.

“Your petitioner is a person who was a candidate at the aforesaid election,” the petition reads.
The document further lists all the candidates who took part namely Banda Namuchiya, Kabole Chrispine, Kibombwe Gabriel I, Mwewa Chitambala, Mwila Simon and Nyirenda David.
Kibombwe said the Returning Officer declared Chitambala as the winner and him as being duly elected.
The filing of the petition comes less than two weeks after the Lusaka mayoral election, and opens a legal challenge to the results announced by ECZ.
The tribunal would now be expected to set dates for hearing the matter, in which Kibombwe is seeking the court’s determination on the validity of Chitambala’s declaration as Mayor of Lusaka.
