Green Economy and Environment Minister, Mike Mposha, has announced that over 200 telecommunication towers have been approved for construction across the country, marking a major step toward expanding digital access while maintaining strict environmental standards.
Mposha said IHS Zambia had received approval for 129 tower sites, with an additional 23 sites granted provisional clearance—known as “Letters of Comfort”—to begin work by the Zambia Environmental Management Agency (ZEMA).
The Minister made the announcement during a high-level meeting held on November 3, 2025, to review the progress and approval process for telecommunication tower projects. This was contained in a statement issued in Lusaka on Wednesday by Ministry Principal Public Relations Officer, Harriet Chimuka.
The meeting brought together key stakeholders, including ZEMA, the Zambia Information and Communications Technology Authority (ZICTA), and major telecommunication operators, Airtel Zambia and IHS Zambia.
“Airtel Zambia has secured full approval for 55 sites and provisional clearance for another 52. However, 37 sites remain delayed pending final reports, while 12 are awaiting the submission of required documentation,” Mposha highlighted.
He added that Airtel Zambia is constructing 73 new towers in Lusaka, 29 of which are already under construction, with the entire project scheduled for completion by December 2025.
The Minister further stated that ZICTA would conduct physical inspections to ensure that project timelines are adhered to.
“I wish to reaffirm that the government remains committed to balancing digital growth with environmental protection, and all developments must safeguard human health and the environment,” Mposha said.
