Morocco launches flood relief program with direct cash aid and reconstruction funding

The Moroccan government has begun rolling out a national relief program to support communities affected by recent flooding in the northern and western regions of the country, placing strong emphasis on direct financial assistance and reconstruction funding following two months of exceptional rainfall that caused widespread damage.

Announced in implementation of High Royal Instructions, the program was prepared after field assessments of the needs of affected populations and involves the mobilization of multiple government departments to ensure rapid delivery of aid.

According to an official statement from the Head of Government’s office, emergency cash support of up to 6,000 Moroccan dirhams (around 600 U.S. dollars) will be granted to each affected family, with disbursements scheduled to start next week. To speed up the process, heads of households are required to submit their national electronic identity details via a dedicated mobile number so authorities can verify eligibility and process payments swiftly.

Beyond immediate relief, the financial package includes substantial allocations for rebuilding and economic recovery. Families whose homes suffered partial damage, along with small business owners whose premises were affected, will be eligible for 15,000 dirhams (approximately 1,500 U.S. dollars) in rehabilitation support.

For houses that were completely destroyed by the floods, the government has set reconstruction assistance at 140,000 dirhams (about 14,000 U.S. dollars) per household. Specialized commissions will conduct on-site surveys in officially declared disaster zones to assess damages and approve funding, while also allowing residents to submit formal requests for review under regulatory procedures intended to ensure transparency and fairness.

The financial response also extends to the agricultural sector, where many farmers experienced crop and livestock losses. Authorities are launching a spring planting support program tailored to affected regions, including subsidies for seeds and fertilizers for cereal, oilseed and fodder crops, as well as continued assistance to livestock breeders in an effort to accelerate recovery and stabilize rural incomes.

Officials describe the initiative as both an emergency humanitarian intervention and a broader economic stabilization effort, combining direct cash transfers with reconstruction financing and sector-specific support. The program is also accompanied by logistical measures aimed at managing evacuations and facilitating the safe return of displaced families to their homes, with the government stressing that the objective is not only to compensate losses but also to restore local economic activity and strengthen resilience in flood-prone areas.
