The Anti-Corruption Commission (ACC) has arrested Serenje District Council Chairperson, Staivous Mulumba, for corruption involving K20,000.
Mulumba, 43, of House No. 1719, Low Density area in Serenje, has been charged with one count of Corrupt Practices by a Public Officer, contrary to Section 19(1) as read with Section 40 of the Anti-Corruption Act No. 3 of 2012.
ACC Head of Corporate Communications, Timothy Moono, confirmed the arrest in a statement issued in Lusaka on Wednesday.
According to the ACC, the offence occurred between August 1 and October 31, 2021, when Mulumba, as a public officer serving as Council Chairperson under the Ministry of Local Government, allegedly solicited K20,000 and received K15,000 from a known resident of Serenje as an inducement to facilitate the allocation of a plot.
“Investigations revealed that Mr. Mulumba intercepted a known resident of Serenje from applying for a plot and promised to facilitate the allocation himself,” Moono said.
He added that Mulumba allegedly instructed Council officials to identify a plot and demanded payment in exchange for securing its allocation.
“Mr. Mulumba has since been released on bond and is scheduled to appear before court soon,” Moono stated.
