The Zambia Police Service has confirmed that Brian Mundubile was arrested, charged, and subsequently released on police bond for the offence of aiding, abetting and counselling the commission of hate speech.
Police Deputy Public Relations Officer Chipo Kaitisha said Mundubile, 55, was charged under Section 55 as read with Section 65 of the Cyber Security and Cyber Crimes Act No. 2 of 2021.
Kaitisha confirmed that Mundubile was apprehended after being stopped from travelling for a business engagement in South Africa.
According to the Police, between February 8, 2023, and January 31, 2025, Mundubile—acting with another known individual—is suspected of aiding and counselling the operation of a Facebook page called “Munyaule Zambia” by allegedly providing content and financial support to Chanda Nonde, identified as the administrator of the page.
Kaitisha said the page is alleged to have published malicious and hateful content targeting various individuals over a sustained period.
“The suspect was warned and cautioned in June 2025 and was only arrested yesterday, March 19, 2026, in Lusaka,” she said.
She stated that Mundubile had since been released on police bond and is expected to appear in court soon.
Kaitisha reiterated the Police’s commitment to upholding the rule of law and combating all cyber-related offences, including the spread of hate speech.
