Govt appoints ZCCM-IH to lead formalisation, transformation of Zambia’s gold sector

The Zambian government has formally mandated ZCCM Investments Holdings Plc (ZCCM-IH) to lead the formalisation, development, and transformation of the country’s gold sector.

The announcement was made in a statement by ZCCM-IH Corporate Affairs Manager, Loisa Mbatha, issued in Lusaka on Thursday.

She explained that as the designated anchor institution, ZCCM-IH will spearhead a comprehensive transformation programme based on collaboration, sustainability, and inclusive stakeholder engagement.

Mbatha described the appointment as a historic and strategic milestone aimed at unlocking the full potential of Zambia’s gold mining industry.

“For decades, the gold sector has remained largely informal, characterised by limited structure, low value retention, and minimal economic benefits for surrounding communities,” Mbatha said.

She noted that informal operations had contributed to environmental degradation and unsafe mining practices, with little contribution to national economic returns.

“The Government’s decision to entrust ZCCM-IH with this pivotal responsibility reflects a bold and forward-looking commitment to inclusive and sustainable economic growth,” she added.

The initiative draws on successful models from across Africa, where formalising the gold sector has led to increased revenue, improved livelihoods, and strengthened governance.

Mbatha explained that the programme would integrate artisanal and small-scale gold miners into the formal economy and promote safe, environmentally responsible mining practices.

It will also aim to enhance local value addition and retention while strengthening partnerships with local communities, traditional leaders, civil society, and the private sector.

She noted that mineral tenements being transferred to ZCCM-IH will serve as foundational assets to drive the national agenda.

“These assets align fully with the company’s mission to create tangible wealth sustainably for the benefit of the Zambian people and all stakeholders,” Mbatha said.

She assured that ZCCM-IH was committed to executing the mandate with integrity, transparency, and a strong sense of national responsibility.
