Ex-Intelligence Service boss, Chungu, faces probe for allegedly divulging State secrets

Former Zambia Intelligence boss and leader of Zambia Liberal Party, Xavier Chungu, has been cautioned and warned by Zambia Police Service for allegedly breaching the offence of Communication of Certain Information Contrary to Section 4(1) of the State Security Act, Chapter 111 of the Laws of Zambia.

Police allege that on May 24, 2026, between 16:00 hours and 18:00 hours in New Kasama, Lusaka, Chungu disclosed to the public information entrusted to him in confidence, to which he had access by virtue of his position as a person who held office under the Government.

In a statement issued in Lusaka, Police Spokesperson Godfrey Chilabi said the former Zambia Intelligence Service boss, Chungu, remained in police custody, and that investigations into the matter were ongoing.

“The Zambia Police Service will continue to provide updates to the public as investigations progress,” Chilabi said.

Earlier, Chilabi said Chungu was brought in for questioning in connection with an ongoing investigation.

The State Security Act prohibits current or former government office holders from communicating information acquired in confidence without lawful authority. Offences under Section 4(1) carry penalties upon conviction.

Chilabi did not provide further details on the nature of the information allegedly disclosed, citing the ongoing nature of investigations.

Chungu remains in police custody
