New Lusaka Permanent Secretary, Kalusa, targets zero audit queries

Lusaka Province Permanent Secretary, Joe Kalusa, has been formally introduced to senior management at the provincial administration with a call to achieve zero audit queries at the Parliamentary Accounts Committee (PAC).

Lusaka Province Minister Sheal Mulyata, who officially introduced Kalusa on Tuesday, urged all departments to work efficiently in serving the province.

She emphasized teamwork and unity, saying they were essential for effective service delivery.

She also encouraged senior management to support Kalusa in the same way they had supported his predecessor, Robert Kamalata, who was recently relieved of his duties by President Hakainde Hichilema.

“Sort out the different challenges facing various departments in 2025 as we head into 2026. Do your best as PS, encourage teamwork, and foster good working relationships with all departments,” Mulyata said.

She further urged senior management to fully support the new Controlling Officer, noting that his appointment was made with a purpose.

“Support him—there is a reason why the President has placed him here, and I know he will succeed,” she added.

In his remarks, Kalusa stressed that one of his top priorities was to eliminate audit queries at PAC, stating that avoidable financial mismanagement should not be tolerated.

“Honourable Minister, when I was at the Ministry of Water Development and Sanitation, we reduced audit queries from 28 to two, and eventually to zero. That’s what we should aim for here,” he said.

Kalusa warned that documents lacking proper justification would not be signed or approved, as such lapses often lead to unnecessary audit queries.

He also cautioned against antagonistic behavior towards the government by some officers, warning that disciplinary measures, including transfers, could be applied where necessary.

Lusaka Province Deputy Permanent Secretary, Alex Mapushi, in welcoming Kalusa, urged senior management to serve their offices diligently rather than focusing on individual interests.
