Stakeholder involvement key to successful implementation of budget plans —Civil society group

Lack of effective participation of key stakeholders such as Civil Society Organisations (CSOs), citizens and legislature in the national budgeting process has contributed to poor implementation of the plan.

This is according to the Zambia Council for Social Development (ZCSD) Executive Director Leah Mitaba.

Mitaba expressed concern over poor allocations, wrong prioritization, abuse, and mismanagement of the national budget which has posed a challenge for the efficiency and effectiveness in public service delivery.

Mitaba said the participation of all stakeholders in the national budgeting process was critical to facilitate progress of the nation at all political, economic, social and environmental fronts.

The insights were shared at a media training organized by Oxfam and (ZCSD) on the National Planning and Budgeting Process on Friday.

“The budget reflects the vision of economic and social development of government which is a basis for economic development and poverty eradication hence more participation by various stakeholders must be prioritized to ensure efficient, effective and accountable use of public resources,” Mitaba said.

Meanwhile, Mitaba underscored the importance of partnering with the media to effectively enhance and disseminate national planning and budgeting related information in the national planning budgeting process.

She stated that the training was meant for effective and enhanced capacity to effectively, disseminate national planning and budgeting related information as well as supporting and/or promoting citizens participation in the national planning budgeting process.

“The main objective of the activity is to build the capacity of journalist in understanding the process and importance of national planning and budgeting process in Zambia.

“The activity will also create a platform to appreciate the role of the media in the national planning and budgeting process,” Mitaba said.
