The Zambian government has cancelled and invalidated the National Registration Card (NRC) and passport of Lusaka lawyer and Tonse/Pamodzi Alliance Secretary General Celestine Mukandila, citing alleged fraud, false declaration and misrepresentation.
According to Government Gazette Notice No. 1418 of 2026, published on Friday, Mukandila’s NRC number 113314/10/1 and Zambian passport number ZN817922 were cancelled and invalidated with immediate effect.
The notice was issued by Ministry of Home Affairs and Internal Security Permanent Secretary Dickson Matembo.
The government said the decision followed a determination that the two documents had allegedly been obtained through fraud, false declaration and misrepresentation.
It cautioned members of the public, government institutions, financial institutions, border control authorities, law enforcement agencies and other relevant institutions against accepting, recognising or relying on the cancelled documents.
The notice said any use of the cancelled documents would constitute an offence.
It further directed anyone in possession of the cancelled NRC or passport to surrender the documents immediately to the Department of National Registration, Passport and Citizenship, the nearest police station or passport office.
Mukandila is currently in police detention after being arrested by the Department of Immigration on Aug. 20 over allegations that he concealed his true national identity and unlawfully possessed a Zambian NRC.
On Thursday, the Lusaka High Court ordered the State to produce Mukandila before the court and show cause why he should not be released from detention after granting leave for the commencement of habeas corpus proceedings challenging his continued detention.
The State has opposed the application, saying Mukandila had been charged and that the docket had been submitted to the National Prosecution Authority to facilitate his appearance in court.
