The Zambia Civil Aviation Authority (CAA) said on Wednesday it was investigating reports that a helicopter with registration number 9J-TOM may have landed at a residential property without the required flight approvals.
The helicopter drew attention after Emmanuel Kasambo, a donor to the United Party for National Development (UPND), was seen disembarking from the aircraft while displaying ruling party symbols.
Kasambo recently donated five vehicles to the party, including two Ford Rangers, two Toyota Hilux, and a Land Cruiser, for party mobilisation.
“In line with its statutory mandate, the Authority has initiated a formal investigation. CAA inspectors have been deployed to verify the circumstances, establish the facts surrounding this incident, and to ensure full compliance with aviation safety and security requirements,” said Public Relations Manager Sepiso Mukubesa Zimba in a statement.

Preliminary information suggests possible non-adherence to operational and regulatory requirements, the CAA said, but added that no conclusions will be drawn until investigations are concluded.
“The CAA has also engaged relevant stakeholders, including the aircraft operator and other parties, to verify the authorization status of the flight and the circumstances surrounding the reported landing. It also checked compliance with national aviation regulations and procedures,” the statement said.
The Authority reiterated its commitment to aviation safety and security, warning that any confirmed breaches would be addressed in accordance with the law.
“Members of the public are urged to remain vigilant, report suspicious aviation activities, and rely only on official CAA communications while avoiding speculation,” it said.
