Zambia’s PPP framework attracts over $19 billion, envoy tells UAE investors

Zambia’s Public-Private Partnership (PPP) framework has attracted more than US$19 billion in investments over the past four years, authorities have revealed.

Zambia’s Ambassador to the United Arab Emirates, Professor Gerry Muuka, said the country had created a regulatory environment designed to ensure transparency, security, and long-term sustainability for local and international investors.

Muuka made the remarks while delivering a keynote address in Dubai and Abu Dhabi, where a high-level delegation from the Public-Private Partnership Office and the Zambia Credit Guarantee Scheme visited the UAE to promote PPP projects.

The delegation was led by Dr. Stephen Chanda, Principal Business Development Officer at the PPP Secretariate in Lusaka, and Mary Mumba, Chief Executive Officer of the Zambia Credit Guarantee Scheme.

The Zambian delegation visited Abu Dhabi, Dubai, and Ras Al Khaimah. High level investment seminars were held in Dubai and in Abu Dhabi to promote PPP projects and reaffirm Zambia’s position as one of Africa’s most attractive investment destinations.

The promotional tour brought together investors, corporate leaders, businessmen, entrepreneurs, funders, and government officials from both Zambia and the UAE.

It showcased opportunities in Agriculture, Infrastructure, Mining, Energy, Tourism and Hospitality, Manufacturing, Healthcare, Education, and Financial Services.

“The country’s economic growth strategy under President Hakainde Hichilema has created a stable and attractive environment for Foreign Direct Investment,” he said.

Muuka underscored the strategic importance of the UAE as a gateway connecting Africa, Asia, and Europe, noting that air connectivity between Lusaka and Dubai on Emirates Airlines had strengthened trade and investment relations.

Meanwhile, Dr. Chanda outlined legal and institutional mechanisms established to protect investors and facilitate private sector participation in national development projects.
