Lawmaker, Munir Zulu, charged for libel, released on bond

Police have formally charged and arrested Lumezi Independent Member of Parliament, Munir Zulu, with three (3) counts of Libel contrary to section 191 of the Penal Code chapter 87 of the Laws of Zambia.

In the first count, Zulu is alleged to have issued defamatory remarks alleging that Finance and National Planning Minister, Dr. Situmbeko Musokotwane, corruptly received US$250,000 via bank transfer from a company known by the suspect.

In the second count, Zulu is alleged to have issued defamatory remarks in which he alleged that Infrastructure, Housing and Urban Development Minister, Charles Milupi, corruptly received US$250,000 via bank transfer from a company known by the suspect.

In the third count, Zulu is alleged to have issued defamatory remarks against, Engineer Mulchand Kuntawala, in which he alleged that the Engineer sent money amounting to US$150,000 via bank transfer to Mulupi two days before his appointment as Board Chairperson for Roads Development Agency (RDA).

In a statement, Deputy Police Public Relations Officer Danny Mwale said Zulu has been released on Police Bond waiting for court appearance.

Earlier on Tuesday in the morning, the Patriotic Front (PF) Vice President Given Lubinda had called on the Police to formally charge Zulu so that he can appear before Court in order for justice to prevail.

Lubinda said there was no reason for the police to detain a Member of Parliament for a long period of time without charging him for the offence he allegedly committed.

He explained that the law-maker is just a whistle blower of corrupt practices involving senior government officials and the investigative wings should have taken interest in the matter.

Lubinda said that members of parliament deserve to be protected when they bring out issues of national interest as they are the people’s representatives.

Police on Monday this week apprehended Zulu for alleging that two cabinet ministers received bribes amounting to $250,000 each from a contractor.
