The National Road Fund Agency (NRFA) has launched an electronic toll (e-Toll) prepayment service on the Stanbic Bank Smart Pay platform, marking a major milestone in Zambia’s ongoing digital transformation in public service delivery.
The initiative, unveiled on Wednesday at Lusaka’s Pamodzi Hotel, was designed to enhance convenience for motorists, improve service delivery, and reduce the risks associated with cash handling at toll gates.
Speaking at the launch, NRFA Director and Chief Executive Officer, Daniel Mtonga said the service would allow motorists to top up their e-Toll cards online or at Stanbic branches, offering a faster and more secure alternative to cash payments.
“This is a perfect example of how government institutions can forge strategic partnerships with commercial banks to deliver real-time solutions that meet the evolving needs of our clients,” said Mtonga.

He revealed that during the pilot phase, the agency processed transactions worth K1.7 million via the Smart Pay platform. He expressed confidence that the uptake would rise significantly as more motorists embrace the new system.
Currently, NRFA handles over 25 million vehicle transactions annually across 24 inland toll gates and 16 ports of entry. Electronic toll cards account for approximately 30 percent of inland toll revenue. In 2024 alone, the e-Toll system generated K800 million—up 97 percent from K405 million in 2023.
Stanbic Bank Chief Executive Officer, Mwindwa Siakalima, hailed the collaboration as a key step toward digitising public services in line with the Government’s Smart Zambia agenda.
“The ability to top up toll cards online and in our branches adds value for fleet operators and ordinary motorists, making transactions seamless and secure,” he said.
Both institutions reaffirmed their commitment to promoting smart mobility, efficient service delivery, and a cashless society through innovation and strategic collaboration.
