First Deputy Speaker, Attractor Chisangano, has suspended Lunte Patriotic Front lawmaker, Mutotwe Kafwaya, from parliament for 30 days for allegedly exhibiting disorderly conduct on the Floor of the House and showing disrespect to the Presiding Officer.
The decision follows a Point of Order raised by Moomba UPND Member of Parliament, Fred Chaatila, who inquired whether Kafwaya was in order to conduct himself in the manner he did, while debating on the Floor of the House on July 16, 2025.
In her ruling on Thursday, Chisangano stated that Chaatila in the point of order raised issues such as a member exhibiting disorderly conduct on the Floor of the House; and showing disrespect to the Presiding Officer.
She said the House was extremely displeased with Kafwaya’s conduct of engaging the Presiding Officer while making disrespectful gestures at him.
“As a long-serving Member of the House, you are well aware that exhibiting disorderly conduct on the Floor of the House and showing disrespect to the Presiding Officer is
prohibited, as it degrades the decorum and dignity of the House and brings the House into public ridicule,” Chisangano said.
She stated that Kafwaya’s conduct on the Floor of the House, did not only disrespect the Presiding Officer, but also undermined the integrity, dignity, and decorum of the House.

Chisangano reiterated the warning that gross indiscipline, and misconduct would not be tolerated from any Member of Parliament whilst in the house.
“I, therefore, expect that in future, you will conduct yourself in a manner befitting a senior Member of this August House,” she said.
Chisangano cited the National Assembly (Powers and Privileges) Act, Chapter 12 of the Laws of Zambia, as being instructive on the issue of a Member exhibiting disorderly conduct on the floor of the House.
Kafwaya becomes the second PF lawmaker suspended from Parliament during this sitting after Mpika Central Member of Parliament, Francis Kapyanga, was also given matching orders for 14 days on the basis of being found guilty of contempt of the House.
