ZRA reaffirms commitment to border security, trade facilitation, institutional integrity

The Zambia Revenue Authority (ZRA) has reaffirmed its commitment to border security, trade facilitation, and institutional integrity as Zambia joined the rest of the world in commemorating International Customs Day 2026.

Speaking on the occasion on Monday, Acting Commissioner-General Timothy Milambo, delivering remarks on behalf of Commissioner-General Dingani Banda, highlighted the evolving role of customs in national development.

This year’s commemoration was held under the global theme “Customs Protecting Society Through Vigilance and Commitment,” which aligns with the ZRA Corporate Strategic Plan 2022–2026.

“We are no longer mere gatekeepers or revenue collectors. We are custodians of national security, facilitators of economic growth, and protectors of public health and safety,” Milambo said.

He underscored that customs officers remained the first line of defence against illicit drugs, firearms, counterfeit and substandard goods, hazardous waste, wildlife trafficking, and revenue leakages.

“Each intervention protects lives. Each seizure of contraband prevents harm to our communities, and each compliant transaction strengthens economic resilience and national development,” he said.

Milambo noted that criminal networks were becoming increasingly sophisticated, exploiting technology, supply chain vulnerabilities, and complex trade documentation systems. This, he said, demanded a proactive approach from modern customs administrations.

“Our approach cannot be reactive. We must anticipate threats and position ourselves to address them effectively,” he said.

“These gains are the result of strategic focus, operational excellence, and investments in technology and capacity building,” Milambo added.

He noted that tools such as ASYCUDA, advanced cargo information systems, data analytics, and non-intrusive inspection equipment had enabled entire containers to be scanned without unpacking—boosting efficiency while maintaining strong enforcement standards.
