Four former ZAMMSA executives face May 21 pre-trial in procurement abuse case

The Economic and Financial Crimes Court has set May 21, 2026, for a pre-trial conference in a case involving four former senior officials of the Zambia Medicines and Medical Supplies Agency (ZAMMSA), who are facing charges relating to alleged procurement breaches and abuse of authority.

The accused are former Director General, Victor Nyasulu, former Director of Supply Planning, Nalishebo Siyandi, Director of Procurement Nchimunya, Habbadu, and former Acting Director General, Dr. John Kachimba.

The matter was allocated to Resident Magistrate Peter Mungala by outgoing Lusaka Chief Resident Magistrate Davies Chibwili.

When the case came up for mention, the prosecution informed the court that although earlier listings suggested there were seven accused persons, the formal charge sheet had been revised to four following a review of the case file.

An amended charge sheet has been prepared and will be served on the defence ahead of the next court session.

The court recorded the update and set the matter for a pre-trial conference.

It is alleged that the four were involved in procurement processes marked by irregularities, including expedited contract approvals under a “mop-up” arrangement that did not meet required procurement safeguards.

They are further accused of approving contracts in which some suppliers did not meet eligibility requirements and authorising procurement values outside approved pricing thresholds.

Investigators also cite failures to follow standard evaluation and verification procedures, raising concerns about transparency and fairness in the procurement of medical supplies between December 2023 and January 2024.

The case returns to court on May 21.
