Presidency speaks up on purported Journalism Bill, reaffirms commitment to media freedom, rejects statutory regulation

President Hakainde Hichilema has reaffirmed his administration’s commitment to press freedom, media self-regulation, and the right to free expression.

This comes amid reports suggesting that the government plans to introduce statutory regulation of the media—claims the President has dismissed as false.

In a statement issued by Chief Communication Specialist, Clayson Hamasaka, the President claimed that the New Dawn Administration remained firmly in support of media plurality and independence.

“There are no plans—statutory or otherwise—to regulate the media. The government maintains that self-regulation is the appropriate model, now and into the future,” Hamasaka said.

He added that while the President acknowledged calls from within the media sector for greater professionalism and ethical standards, such efforts must not be used to undermine press freedom.

Hamasaka clarified that the draft bill currently under discussion was introduced by the Media Liaison Committee, not the government, and does not have the President’s support.

“The President believes the bill risks compromising media independence and is therefore inconsistent with the values of this administration,” he said.

He further noted that the New Dawn Government’s stance contrasts with that of the previous regime and opposition figures. Under President Hichilema’s leadership, the number of independent media outlets has increased—progress the government encourages.

“The government remains resolute in its commitment to fostering a vibrant and independent media environment in collaboration with all stakeholders,” Hamasaka said.
