President of of Cleaning Association of Zambia arrested for alleged defamatory publication on Facebook

Police have arrested Cleaning Association of Zambia (CAZ) President, Lawrence Makumbi and charged him with two counts of libel for allegedly publishing defamatory content on Facebook.

Police Spokesperson, Rae Hamoonga, confirmed the arrest in a statement issued in Lusaka on Wednesday, stating that two complaints were lodged on April 17, 2025, at Kabwata Police Station.

The complaints were filed by Fanwell Siandenge of Gore Close in Lusaka and Zenyanji Sinkala, Board Chairperson of Zambia Airports Corporation, who resides on Ngwezi Road.

“Both complainants reported that Mr. Lawrence Makumbi, 48, of Plot No. 138/57, Mbonge Stadium Area, Solwezi, unlawfully published defamatory material against them on Facebook between January and April 2025,” Hamoonga said.

Following investigations, Makumbi was arrested and charged with two counts of libel under Section 191 of the Penal Code Act, Chapter 87 of the Laws of Zambia.

“He is currently detained in police custody pending the fulfillment of bond conditions. Court proceedings will commence in due course,” Hamoonga said.

He further warned that the police take cyber defamation seriously and reminded the public to exercise their freedom of expression within legal boundaries.
