Zambia’s energy regulatory board sanctions nine licensees over reported breaches

The Energy Regulation Board says it has taken enforcement action against nine licensees for various breaches of the Energy Regulation Act and licence conditions.

The action follows routine inspections and compliance monitoring conducted between January and July 2026, according to a statement issued in Lusaka on August 19, 2026.

ERB Manager for Public Relations Namukolo Kasumpa confirmed this in a statement issued in Lusaka on Wednesday.

Kasumpa said the ERB established that the nine licensees had contravened provisions relating to operating without valid licences, failure to submit statutory returns, and non-compliance with safety and operational standards.

She stated that as a result of the enforcement exercise, the Board had recovered money owed by the affected companies.

“The ERB has recovered a total of K417,851.60 in penalties and outstanding licence fees from the affected licensees,” Kasumpa said.

She reminded all energy sector players of their legal obligations, stressing that compliance was mandatory for continued operations in the sector.

“All energy sector licensees are required to operate in full compliance with the law, and to ensure that licences are valid and up to date at all times,” Kasumpa stated.

She said licensees were further reminded to submit all required returns and adhere to safety, technical and environmental standards as stipulated in their licence conditions.

Kasumpa warned that the board would not hesitate to take further action against non-compliant firms and also called on the public to assist with monitoring.

“The ERB warns that it will continue to carry out inspections and will not hesitate to take stern action, including suspension or cancellation of licences, against any licensee found to be in breach of the law,” she said.

Kasumpa encouraged members of the public to report any suspected illegal energy operations to the ERB for appropriate action.
