The Zambia Development Agency (ZDA) has reportedly issued 2,338 investment licences worth US$97 billion between 2021 and June 2026, surpassing the US$70 billion in investment commitments recorded over the previous 14 years from 2007 to 2020.
Speaking during a media briefing in on Monday, ZDA Director-General, Albert Halwampa, said the figures reflected growing investor confidence in Zambia’s economy, driven by improved macroeconomic stability and government reforms.
“Since 2021, the Zambia Development Agency has issued 2,338 investment licences valued at US$97 billion, demonstrating the growing confidence that both local and foreign investors have in Zambia’s economy,” Halwampa said.

He said investments worth US$19.7 billion had already been actualised through more than 830 companies, translating investment commitments into operational businesses across various sectors.
Halwampa said the mining and manufacturing sectors accounted for more than 73 per cent of the realised investments, underscoring their continued role in driving Zambia’s industrialisation agenda and economic growth.
He claimed that the investments had created 149,956 jobs, with the mining, manufacturing, agriculture and transport sectors contributing more than 85 per cent of total employment generated.
According to Halwampa, Zambia’s improved investment performance had been supported by a combination of economic reforms and a more stable macroeconomic environment.
He attributed the increase in investor interest to President Hakainde Hichilema’s economic diplomacy, the country’s debt restructuring programme, improved sovereign credit ratings, lower inflation, exchange rate stability and prudent fiscal and monetary management.
“Our improved investment performance is a result of sound macroeconomic management, policy consistency and strategic infrastructure development, which continue to position Zambia as a preferred investment destination,” he said.
