Zambia Revenue Authority, National Assembly unite to boost tax oversight

The Zambia Revenue Authority (ZRA) has signed a Memorandum of Understanding (MoU) with the National Assembly to enhance collaboration on tax legislation and strengthen lawmakers’ capacity to make informed decisions.

The pact was signed on Saturday at the Ciela Resort in Chongwe during the 2025 Tax Symposium for Members of Parliament.

ZRA Commissioner-General, Dingani Banda, said the agreement would establish a framework for continuous dialogue and knowledge exchange between the two institutions.

“Together, we can improve understanding of tax matters and work towards practical solutions,” Banda said.

He explained that the symposium was designed to deepen MPs’ understanding of tax policies, their impact on national growth, and the vital role lawmakers play in shaping them.

“As legislators, your role is crucial in fostering tax compliance and fairness. By advocating for equitable policies, you help ensure that tax burdens reflect the diverse circumstances of your constituents,” Mr Banda added.

Acting Clerk of the National Assembly, Loveness Mayaka, said the MoU would formalise collaboration through structured capacity-building and regular knowledge-sharing.

She noted that the engagement comes ahead of Finance and National Planning Minister, Situmbeko Musokotwane’s 2025 National Budget presentation later this month.

“Parliament has a critical role in scrutinising money bills and ensuring that proposed taxes are fair, robust, and able to contribute meaningfully to the Treasury,” Mayaka said.
