The success of Zambia’s 24-hour economy policy will hinge on addressing key structural challenges, particularly energy reliability, the Zambia Chamber of Commerce and Industry (ZACCI) has warned.

ZACCI president, Anthony Kabaghe, stressed that sustainable 24-hour operations required a stable and predictable power supply, calling for accelerated investment in power generation, diversification, and distribution efficiency.

In a statement issued on Wednesday, Kabaghe also identified security as a critical factor, with the chamber urging stronger public safety measures to protect businesses, workers, and consumers during extended operating hours.

“This includes improved coordination between law enforcement agencies and the private sector, as well as increased investment in street lighting and surveillance infrastructure,” he said.

In addition, Kabaghe called for a review of labour regulations to ensure they accommodated shift work arrangements, including fair compensation, occupational health and safety standards, and transport systems for workers operating outside conventional hours.

The chamber also recommended a phased implementation approach, with priority sectors such as manufacturing, transport and logistics, healthcare, and hospitality serving as early adopters.

ZACCI also urged government to work closely with the private sector to develop practical guidelines that reflected operational realities, emphasizing that the transition to a 24-hour economy was not merely about longer business hours, but about building a more resilient, competitive, and inclusive economic system.
