Zambia adopts continental anti-illicit financial flows policy tracker

Zambia has become the sixth African country to launch the Anti-Illicit Financial Flows (IFFs) Policy Tracker, a tool aimed at improving efforts to combat illicit financial flows and strengthen institutional coordination.

The tracker, developed by African institutions, is designed to assess how effectively countries are addressing tax-related illicit financial flows and implementing policy responses.

Zambia joins Namibia, Uganda, Ghana, Côte d’Ivoire and Liberia in adopting the system.

According to a statement issued on Monday, the Zambia Revenue Authority, working with Tax Justice Network Africa, the African Union Commission and the African Tax Administration Forum, held a virtual launch and orientation session on May 7 ahead of the country assessment scheduled for May 18–19 in Lusaka.

The meeting included officials from the Financial Intelligence Centre, Ministry of Finance and National Planning, Bank of Zambia, Anti-Corruption Commission and civil society organisations.

ZRA Commissioner-General, Dingani Banda, described the initiative as part of efforts to improve coordination in tackling illicit financial flows.

Patrick Ndzana Olomo, Head of Economic Policy and Sustainable Development at the AUC, said: “the recent fifth session of the AU Sub-Committee on Tax and IFFs underscored the need to accelerate the rollout of the tracker across Africa.”

He noted that Zambia’s assessment aligns with continental priorities aimed at strengthening inter-agency coordination, improving data systems and enhancing institutional capacity.

TJNA Executive Director, Chenai Mukumba, said illicit financial flows continued to affect public revenue mobilisation and development financing across the continent.
