The Anti-Corruption Commission (ACC) has arrested and charged three Ministry of Community Development and Social Services officials in Itezhi-Tezhi District for allegedly stealing K16.79 million from funds meant for the Social Cash Transfer Programme.
The suspects are District Social Welfare Officer Goretty Moonga, 39, Assistant Social Welfare Officer Humphrey Chikwasha, 33, and Assistant Social Welfare Officer Anderson Ngulube, 40.
ACC Head of Corporate Communications, Joseph Mwenya, confirmed the arrests in a statement issued in Lusaka on Sunday.
Mwenya said the three allegedly stole a combined K16,794,000 between Feb. 1 and April 30, 2026, through cash withdrawals from the Itezhi-Tezhi District Welfare Assistance Committee account held at a local bank.
He said the funds were government property and had come into the suspects’ possession by virtue of their employment.
Moonga allegedly stole K6 million by making cash withdrawals and falsely claiming the money was for Social Cash Transfer activities, while acting jointly with other people who have not been identified, according to the ACC.

Chikwasha allegedly stole K5.574 million in a similar manner, while Ngulube allegedly took K5.219 million during the same period.
“The funds allegedly stolen were intended for the Social Cash Transfer Programme and constituted property of the Government of the Republic of Zambia, which came into the suspects’ possession by virtue of their employment,” Mwenya said.
The ACC said investigations had established that the suspects allegedly used the money to acquire and maintain various properties, including real estate and motor vehicles.
Mwenya said the Commission had restricted properties allegedly acquired from the proceeds of the suspected offences.
“The Commission would like to warn public officers against abusing public resources, particularly funds intended for vulnerable members of society,” he said.
The three suspects are expected to appear in court soon.
